Not Ai but templates made by other webtoon artists to help each other out, it's pretty common that they use them since of the tight uploading schedule.

i think old xian uses real photos he took himself or maybe stock images he bought and edit them in photoshop to make the backgrounds look "painting-like" to fit his art style, i've done it a couple times before
