I'm trying to find this manhwa but I'm too lazy to search through my lists,

The mc lived his life surrounded by water, everything sunk and when you dive down into the water you can see buildings, there are multiple fish monsters roaming around the water so it is dangerous to be swimming around for too long, I remember he had a younger brother sibling he took care of, and a dad, they lived peacefully until a monster came and killed his dad. Then the mc moved to this big boat city like thing, also forgot to mention, they have a ranking thing from stars. So if you have a lot of stars you're a very dangerous individual, or maybe the other way around, can't tell if I remembered wrong. Anyway, after a few days he gets accused of doing something and nearly died. There was also this white haired girl who helped him, and also became his mentor later on. She strangely gets a lot of fan service, even in the flashback to when she was like, 15 or 14, the author drew her suggestively, and by that I mean the author literally drew a scene where you could see her panties. Mind you, she was supposed to be a minor in that scene. Really strange, but besides the fanservice that happens at times it is pretty interesting, and I didnt read too far but one person said the white haired girl was not the fl. So, that was one less thing to worry about.
