For me I think they mean like overly cautious? In Claude's case, he has many enemies, so every little action towards him, he thinks they want to do something bad/kill him.
A man on edge can be cautious or agressive. They're on edge because they're mistrusting. That's something they gotta work on themselves. Don't 'fix' them. It doesn't always go well, because they would only work on themselves if they decide to work on it. Some people maybe lucky to convince them to work on it, but most don't. I'd rather advise you to not bother as well. It's not your project to work on afterall.
