He's one of the sun gods besides ra and atum. Khepri instructs horus to find Ra in her temple cuz acc to Egyptian mythology, Ra has influence over duat as well because every night Atum/aten/ Ra rides their sun boat across sky n passes thru duat to fight apep and bring about dawn. Maybe if horus could get a ride on ra's boat he would be able to go duat without needing to die. But even gods cant withstand the immense gravity of Ra n aura of her boat easily forget a demigod so horus might be cornered n forced to ascend.
