Juhyeok was, wasn't he? He alway chased the guy away, rejected anything to with him, and never responded to his advances. There is so much clarity you can give someone, and tbh really awkward to reject someone over and over. Juhyeok never gave in or led him on, only time was when he was off his game. But ya, I get you. These last 2 chapters Juhyeok was unnecessarily cruel. His consequences are at the door, don't worry (｡•ᴗ-)✧
The thing with him is that, he'd reject Suah. Then come back and fold when he felt a bit guilty about it. Or when he needs him. Which is why I understand why Suah still felt like there's a chance.

It's annoying to see how badly Suah is being treated. I understand Juhyeok hates his 2nd gender. And he's trying to prove he can be something despite the stereotype his gender has. But he needs to decide whether he wants the seme or not. Ever since their 2nd gender was revealed he's been treating Suah like a trash. So imagine how Suah feels. All throughout your childhood you've been promised you'd be together with someone just to be abandoned without a proper explanation or anything. The person you've spent all your life suddenly just cut you off and is trying to avoid you. Yes it's wrong he's scenting Juhyeok. But he's a child grasping at what he was promised all his childhood. It's Juhyeok's fault for not being firm and clear as to what he wants with Suah.
