Huuuuu ngl its been a while since i read the beginning but my guess is maybe cause that would show he is a pretty strong esper? And to begin with they hate the white corpse troup and hima was part of that, and i dont even know if they know he is an esper at all or even if they know they dont know how powerful he is, i guess if it would get out that he is strong enough to even be able to grow back an eye that was plucked out then it wouldnt be hard to guess he was a part of the very thing they all despise there

They don’t know he’s an esper. I’m not sure what they think about why he has a collar tho. If I remember correctly they just thought it was weird
