It’s their difference in rank. And the fact Kwonwoo loves Dowon, he’s his weakness if he has to keep using his powers and they only care about Esper Cha Kwonwoo, not him as a person. So Dowon being his pair is inconvenient because they want Kwonwoo to have no one so he can keep doing his job and as long as he’s around Dowon…but with the bond only Dowon can guide him. It’s only bad really because of the companies selfishness. Seriously they’re making their lives heartbreakingly miserable all because he’s S class and valuable to them…
