I feel like they'll struggle a lot but it's still mentioned the phobic brother feels pity (aside from contempt), so it's not like he's completely indifferent, and his feelings for Sanghyuk aren't specified either. I feel there's a chance they might end up together, but the phobic brother is probably gonna hurt Sanghyuk a LOT before it gets to that....
