How to sort mangas by the rating? I noticed that 'popularity' option isn't really sorted based on rating.

I believe it's based on the number of topics (or comments) that ppl have made on the manga

'popularity' bases on rating & votes.
If you care only rating, you'll get many almost 10 with few votes which's unreliable.
