There is no way a psychopath who has killed several people should be let go or put under house arrest. Both of them should go to a rehabilitation center.

Realistically, there's no successful forms of rehabilitation for a violent psychopathic adults. Sangwoo should go to jail where he'll no longer be a threat to society.

Yeah, that's true that it doesn't guarantee them to be normal after they go out. A lot of criminals go in and out of jails and rehab center. Some even commit crimes as soon as they go out, during the probation time.

So yeah, at the very least, they should go to the rehab center, if not jail. There's no way they can get away with house arrest.

I've kind of grown attached to Sangwoo as a character but there's no way I think this guy should be left to roam free. He's an unhinged sadistic serial killer that has no precise type of target. This guy is the epitome of public threat. Bum? In jail? Damn, you gotta be kidding me. First, the kid needs a damn hug from someone who means it. Then, he needs to get into intense therapy. But when you look at Bum's psychological profile combined with his past, I have no idea how you can think this guy on his own would have ever posed a genuine threat to anyone. He's NEVER known even what could have been a basic show of genuine love and care. A study has been done on baby monkeys where some were put alone in a cage with a metal frame that had a bottle full of milk inserted into it to mimic a breastfeeding mother and the others were put in the same cages but the only difference was that the frame was covered in fur. The babies alone in the cage that had the fur lived. The ones in the cage that only had a metal frame died. Pretty sure Bum is a dead baby monkey inside cause he's had no affection ever and we at least need to receive kindness to be able to function somewhat...
