Basically there are multiple stories/couples in Ze, that intertwine. The story of every couple is usually told in 2 volumes (so the manga is not only about Kon and Raizou, who are mentioned in the summary). Every story has some truly sad moments (people really do cry on this one, including me… and I usually don’t cry on books, but I cry every time I read Genma x Himi story) but the end is more or less happy. You should definitely read it because it’s a great manga and has lots of touching moments.
ZE revolves around a number of couples - not just one, so there's not really just "one" ending. However with that being said, without spoiling too much, let's just say all the couples get a happy ending. The tragedy tag is really vague and misleading in this case. I definitely recommend reading it, though, it's a classic for a reason.
