Although he was pressured into it Sungho had the option to say no. He didn't want Dohyun to be mad at him so of course he said yes. Dohyun has no options now. He's tied up and forced to do it, so he can't escape or refuse anything. He only started obeying Sungho at the end because he wanted to get it over with.
