I'm confused as well, but I think it's not like that. They just mention (in a weird way) that the horse race will become an annual event because it was so popular.

Thanks for clearing it up for me. I was so confused because the protagonist didn't look as if he had aged so now it makes sense. He hasn't aged years but probably months.
