Nope, it wasn't released in 2000, it's from 2016/17 , this mangaka debuted in 2012 with tiger and bunny dj and in 2017 they made 5 YoI djs

I think they put "released in 2000" when they are either not sure when it was released or someone didn't bothered putting release date and the site automatically put year 2000.
Seems like the artist is no stranger to Yuri on Ice seeing they've made a doujinshi of YurixVictor... looking at this couple I definitely see their inspiration
