I think the king was referring to the child in the cape, not Dandelion. The king seem to only care about his catamites or child companions, rather than his own sons.
ok to the people who got confused about the last part:

king: a "child". what a shame...he had only just bloomed.
the king obviously omitted dandelion's name because he was also planning to rape him. dandy had not yet reached 15. a ripe age to start raping little boys for his sexual desires. it means the king is a piece of shit who thinks it is such a fucking SHAME that dandelion died cause he won't be able to rape a child who "had only just bloomed".
