It's that kawaii art style like in loli, they are meant to be first and third year in high school!
Except the hopefully in hell burning cram school teacher!
it's an artstyle that is quite common in shoujo and BL with cute ukes. doesn't really look like shota if you compare it to others with similar style. you are just probably too used reading scarlet beriko style and the like.
I would consider this shota, tbh. it was mentioned that the characters are in high school, but they look wayyy young.
