My guess is they are trying to bluff the traitors. The traitors can hold in their coins for themselves just because they are confident that everyone else will abide by the plan and pay their taxes.

By Declaring convincingly that they are to suicide the game (But not actually do it) then it might make the traitors panic and pay their taxes.
