I think there is a misunderstanding. That eye opened because Mitsuki poked it literally, not because of Touka being attacked.
No one is gonna talk about how the giant eye on Kaneki's kagune open when Touka is being attacked? He might attack Tooru.
Also, Urie's squad is on the way. Hopefully he'll remember that Tooru is crazy and seen those photos in the room of Touka with knives in her face. Hope he helps Touka since they are on the same side.
