Essentially because a couple chapters ago kaneki almost died and ate all those man made ghouls his kagune turned into that thing. So he's in one spot, but the large thing is his kagune and he can shape and form it. That's how I understood anyway

Yes, that is Kaneki on the building and we can assume he is still alive. He turned into that thing because he had the sudden urge to protect Touka.
Wait a minute... is kaneki still alive? Then, what is that huge thing(with eyes) surrounding the building and why is alien forming from that huge thing? Where is kaneki? Did he transform to that huge thing??
