It's not like he was doing it because they deserved it to begin with. He was doing it because it was requested.
i think you missed the whole plot of the story, usobuki never intended to kill for justice, he's just doing his job. and from the very first he always looks down on people.
I used to love reading this, he was punishing those who deserved it, but now he is killing everyone.i´m disappointed
