I get the feeling Hyunwoo never told that his mother was the driver. So Uncleish dude thinks she was just a hard working mother. He's probably making some heavy assumptions based on needing to "toughen up". His mom doesn't speak up because her own guilt is locking her down. If she speaks up, she has to explain the details of why he's so broken, and reveal her own brokenness. She feels the guilt, but also fears the guilt.
