lol, just you know I misclicked "dislike", I intended to reply.
Well, what I have taken from the last few chapters is that the omega from the twin has been sad and insure about his alpha brother choosing him as a mate. So, he drugged his alpha brother and wanted to make them (Towa and the alpha brother) a pair. When they are at the sea, they told each other their true feelings and omega understood that his alpha brother never wanted to leave him alone and had always loved him.
So, basically, they both love Towa, and they also love each other. I would say, very mixed feelings, since what they have is beyond lovers. More like families but also pairs. Hope this helps a bit? ╮(￣▽￣)╭
