I mean he kind of did... He really dominates him mentally as stated by chuuchuukiss but he also dominates him sometimes in the bedroom where he'll get on top of him and dominate for a while. I don't think he meant he wants to fully Dom him though because as he said he has a sadistic heart and a masochistic side, so he could fulfill both his desires by being a switch. The uke also seems to show both sadistic and masochistic tendencies as well, so I think its a good relationship and a good place for it to end.
I'd rather like this end. Bec I it has gone that route then it will be just like any other manga. Stereotypical. The balance is good. I know mangas that had the seme pretending then became a sadistic bully all of a sudden. Majority of them I'm disappointed with so I'm happy with this.
