It's okay to not like some aspect of a creation made for other people to enjoy (and actually pay for so I mean, why wouldn't you get to say bad things about something you spent money on??? Aren't we allowed to critique because we're pirates?)
Critique is fine but I kinda agree with OP, a lot of people are just complaining cause they want to see the development and more sexy times with the main couple but in my opinion a truly good comic has fleshed out characters with a past and depth to it. And I quite liked reading this flashback because it is relevant, it'll help us understand why seme is the person who he is today and how that will effect his relationship with uke (forgot the names lol). But yes the 'you don't like it, you make one' argument is overused and kinda dumb (sorry OP).
But I understand, sometimes when you are annoyed with something you just need to write it down and vent a little.

I usually love flashbacks but this was boring and makes the story confusing. It wasn't interesting, i just forced myself to read it for the sake of the story. Also, criticism is fucking important even if it's presented in a rude way. Oh and I did make something in the past, one thing that taught me is that an author or a creator of something isn't this perfect creature than can do no wrong. I made many mistakes, just like anyone so don't give me the whole "you don't know where the story is going excuse" when the real problem isn't where the story is going to end up. The problem is that the aim of any work is to tell a story but to also entertain an audience. If it isn't doing that then it's going wrong somewhere. If a work wasn't aiming for that then there wouldn't be a point in publishing it.
I get why your annoyed with the people who read yaoi as porn, I'm not one of them though. The flashbacks present in most Korean webtoons I've read are all too long and actually don't add anything new. They're poor attempts to try to give a story a depth simply by adding another timeline to have to think about, which more times just feels like fillers (remember the filler arc in Shippuden where they had flashbacks to boring missions for like over twenty episodes?). Very few are exceptions to this. There are alternatives to giving characters real character development. Let them realize something, communicate, as an author you can stop and think about what your character would do in a difficult situation without telling the readers before exactly why the character would do that. You can also explain a past through short conversations or hints, very short flashbacks (that span less than one chapter).
I agree that giving all of your characters a past is important to their personality and depth, but that doesn't mean that past needs to be explained in detail.

Flashbacks actually SHOW readers what happened which is an amazing way to make the past come alive for readers, especially if it’s in a manga or webtoon form. This chapter was meant to flesh out the seme and his past relationship, it’s bittersert and speaks about many real life gay relationships. Flashbacks such as this are not “boring”
....they actually tell a story for people who want to understand the characters.
Sure it can, but in this case the author didn't seem to make an effort making the flashback interesting or "desirable"(like when you read something and you crave a flashback for a character). It feels like just another plot device to make the story go further, or more like make more things happen so the story isn't too short. There are good flashbacks and there are bad. This one felt completely unnecessary.
No, she didn’t just write this flashback just so she can make the story longer, that actually makes no sense since this webtoon is already planned to be a long story with the main characters. She won’t waste any chapters since even one chapter takes up so much time and effort. This flashback was necessary for loyal fans who want to know more about their past and how they came to be....this flashback actually answered some questions about seme’s love life and why he might have some anxiety and second thoughts about being back in a relationship.

I dunno if it was that not obvious when I wrote it last time but I prefer when stories have some question marks that make you interested. Whenever you answer a question you create a short peak in the"excitement curve", but then you'll have to have more question marks left or create new ones (in yaoi it's often in the uninspired form of a new character stealing the uke). I find flashbacks a lazy way of trying to raise interest curve by answering questions(there are multiple other ways to do that), but this one is especially strange because we were introduced to his uncertainties as you say very few chapters ago. It makes no sense to reveal the reason so early. This serves as an explanation that we don't really need yet, it doesn't develop anything in the plot and doesn't make the already clear plot any clearer. It just stalls.
Loyal fans are fans who contribute to the author and actually respect and understand the story. Flashbacks actually can create more questions and suspense, by still adding depth which is the purpose. This flashback actually did a greats job and has many people wanting some answers but still keeps things exciting. Creating flashbacks is not “lazy” and if you actually were a loyal fan then you would know how hard it is to create a story with flashbacks. After chapter 28, it’s not so early, it’s the perfect timing to show where the MCs are coming from and many fans are happy to learn about their past.

You're not the author and don't know where the story is going so fucking shut up and go write your own comic flashback-free if you don't like it. It's unpolite with authors saying shit like "I don't wanna know his past" then go watch porn bitch. (╯°Д °)╯╧╧ A comic must have a plot and development.
