So far as I can see, at the moment it appears to be severe asthma. Which, YES, if severe enough can cause a person to be bed ridden for most of their life, if the child is born with it. If not that or some other lung disorder, I would say a heart condition of some sort, as that can also cause breathing issues (leading to the coughing) when having "attacks."
