And he probably has more techniques up his sleeve to fight emperors that he hasn’t shown yet. Plus, he said that he could defeat Katakuri if he made him waste his Haki but won’t do it. In otherwords, he’s trying more than just to exhaust the enemy and win: he wants to defeat the enemy at his best and wants to learn from the experience as well. He’s using this fight to get stronger.
yeah he is definitely taking this opportunity to get stronger, this type of situation he is in, is exactly what Reighley meant when one's haki gets stronger. Luffy is going to take advantage of the situation for sure.
