I'm sorry, but even abandoned children in orphanages need to know the morals and rules of human society. Not having a mother and father doesn't excuse a child who has been brought up in human care from committing acts that are disgusting.
I feel more worried about those parents who adopted the children, only seeing the outside. From the standpoint of the uke and seme, the only thing that these children have learned is how to lie using their childish exterior. If they can cover up harassment and bullying at this young age, who knows what they'd cover up as they grow older.
The point was just that these bullies have their own reasons why they commit such acts, like being abandoned. It's not about excusing their behaviors, but simply understanding why they even do such things. I mean, give them a loving family and they might realize their errors and become better people.
