I had the same thought when i first saw that page, i was wondering, if maybe the partment was on 1st floor, but then anyone walking outside could have seen uyama fapping with the curtains open XDD
there's this other scene of the two smoking in the balcony and it's clearly on the 2nd floor from the view they had..
so, in conclusion...
that whole page is just really fucked up, i don't think natsume really planned it well and will probably fix it when the volume comes out.
