It did.
Woojin needed to hear that. It's his cure, to be given a motivation to get out of his oblivion. If Hwon had just acted like before, they would never get out of this cycle.
I thought Hwon would break up for good but he didn't. He just need a proof that Woojin wants him as much as the other way around.
He did the right thing, he is making himself available for Woojin, he is not running away. He will be there, if this time it's Woojin to make the effort to reach out for him.
