I think you are confused. He was not ASKING for an apology. He meant to GIVE one because when they initially slept together, he did it, in part, to get back get back at the girls who dumped him. And the other guy doesn't even know that yet. My guess is that the rejection stems from not wanting to leave his mom on her own or to protect Tachibana from the stalker.
Obviously dude, obviously he wouldn't want to move together with you, you are someone who asking for apologize after kiss, someone looks so regret after sex, someone who is in love with women. Don't even ask why he don't want to move with u, there's plethora of reasons why he dont. （/TДT)/
