I can see that being a possibility. Sudo did say he had certain "conditions" for his information. If killing Takaba was one of them, well he was fooled again. The worst place to hit Asami would be to harm Takaba . Yet then Asami becomes their worst nightmare. Leaving Takaba alive was the best choice.
