
Because you actually can't just report someone missing and immediately mobilize the police unless you have strong reason to believe foul play was involved. You are actually supposed to check with anyone who would reasonably know their whereabouts. That is also what the police will do after you report it.
If someone goes missing while traveling as a tourist in a foreign country then yeah, immediately contact the police. If someone with limited mobility goes missing, contact the police first. If a kid goes missing in a crowed area, contact the police first. But if you don't see an adult for a few days and you have no specific reason to believe that they are missing(which implies danger) then the police might not even be willing to open a missing persons case. He's an adult. He can disappear for a few days and that's okay.

I know there is a lot going on, but there is one thing i don't understand ... when your best friend is missing, why would you go to his ex-boyfriend first and not to the police?? ... but then .... he doesn't know that his friend went drinking with the guy, who kidnapped him before and drugged his best friend before and now kidnapped his best friend ╮( ̄▽ ̄)╭
