I think he said Masato like that because he was feeling jealous about the happy birthday card from Shige.
So let's see if I got this right,
There are two Hisashi, the first is the blond one whom chii-san loves, and the second black haired one who is sleeping with chii-san but is in love with Masato-san,
Chii-san and the black haired Hisashi seem to be sex friends maybe.
