Hasn't it pretty much been established multiple times already that Kaburagi has more experience with this kind of case? The underworld, blackmail, nasty people type cases. That's why he was so dark and moody in the beginning because he lost faith in people. Plus, he's a realist, he would never have fallen for the crap Onoe always does. But that's part of what makes them a great couple. It just happens to make Kaburagi a better investigator in the situation.
Reporters get killed all the time investigating stories like this.
And they can dig when cops have to have enough evidence to get search warrants and the like.
