Why do people say following when the question has already been answered?

Normally there're 5+ seconds time-lag. And if you don't refresh, you don't see the new reply.
Sometimes it takes a couple minutes for a comment to come through so they don't see that the question has already been responded to. People also don't tend to refresh the page regularly.
If you refresh once you finished posting, your post will disappear from screen. That means, even others refresh they still can't see your post.
