Perhaps because some people only define rape as involving penetrative sex of some kind. Which is not true. This is why the "we can separate fact from fiction we know rape is wrong" defence of BL is not persuasive when readers themselves do not even know what rape is. This is not entirely their fault. This is an issue that exists all over the world and so many of us still need to learn more about what consensual sex looks like and what are harmful behaviours.

It would be good if some of us stepped back and remembered that the omegaverse itself--this idea of humans going into heat, having uncontrollable hormones, alpha/omega biological nonsense etc--is rape culture. It's the very foundation, columns, walls and roof in this world building. Right?
The idea that persons can't control their sexual urge, it's just natural "sexual drive"; that the women "came on to them"; how pregnancy is then used to control because men are natural leaders/providers/caretakers/dominant--all of this are actual lies people use in real life to justify and excuse rape. The omegaverse makes the lies "come true" on the page.
And I use women deliberately. Even though the omegaverse features same sex couples the creators went out of their way to imagine a system in which only one of the partners can reproduce and in which that partner asserts power through their sexuality because they have limited resources. The group that's richer, influential, more political power etc is the other, the man/alpha. And omegas get stereotyped the same way women do IRL with the same roles: mother/slut who is said to bang her way to the top/arch schemer out to "catch men" by having their children etc. It's inherently misogynistic.
Idk that it makes a lot of sense to "pick sides" or at leasthot how I see it argued here. Consent as we (ought to) understand it does not exist. This story from beginning to end is such a toxic sexist tale from alphas who will "make" persons have their babies and knot their asses like a literal *dog* ffs, to omegas who "rape" these hapless alphas because they can't control their hormones.
This doesn't mean that any of us are a horrible persons for enjoying the story but it would help to be a bit more real about the whole thing. It's playing up to some of our worst biases and prejudices. Trying to analyse the story to find out who's at fault is a fool's errand, IMO.
