It's not the owner of the website who uploads. Its users like us and translating groups (⌒▽⌒)
Either you or someone else can take the initiative to purchase the chapter, and upload it. It then takes a few hours to actually show up on the site.
Also, it's nice to try to wait a day or two before uploading after a new chapter has been released- to support the author :)
But don't worry, those are popular stories. You won't have to wait long.

Do you know when the owner of this website (or whoever updates stuff I dunno lolol) is gonna upload or update "A Man Like You" or "Voice of Love"? Not to be a sassy sue or impatient, just curious because I'm SOOOO hooked to those stories and the newest chapters just came out, but aren't on here... TT^TT
