My interpretation was that he has no specific, sole form. I remember on one of the cover pages for the chapter or within the chapter Sebastian specifically said: "I am nothing but I can be everything" or something along those lines. I think what Yana was trying to get across was that he is just this repulsive, corrupt monstrosity of Hell!
Man, how I wish I can see Sebastian from black butler devil's form, wonder would it be hot like this
