I know that. But I have rarely seen a couple that actively switches back and forth, as opposed to just permanently switching roles, even if it's labeled as reversible, so I was just asking.

It would be a shift in positions not power. They are equal no matter how they have sex. Tops or bottoms can take the lead in sex.
