Touya did appear in shotos' memory, he saw the three of them playing in the yard.
I think something happened to touya that now they think he's dead, but he survived and has become a villian.

So we finally learn the last siblings name. The fact his imagine wasn't included in souto's kid vision of his other siblings leads me to believe that he wouldn't know what he looks like even if he did see him because he probably left before shouto was even born or when he was a baby. Is it possible something so damaging was done to touya and that's why he left? If Dabi is their long lost brother, that means he would look similar to them but you can't tell because of the hair and burns (plus it's probably been a long ass time since any of the family saw him so their ability to recognize him would be shaky at best). All we really have to go off is the striking eye color. I wonder how Dabi got those burns. At first look, it could be something with his quirk but maybe it was caused by someone else and who else has a fire quirk that we know of? It's entirely possible Dabi keeps the burns as not only as a reminder to himself and to hide his identity.
However, all that's circumstantial and we'll have to wait until the brother is fully revealed. You know, whenever the author decides to quit teasing us
