some people don't care though. like they're two consenting adults and they're not siblings. A lot of people don't see being with your cousin as incest because only some cases have child birth defects and most don't.
they still related by blood, even if they are not sibilings, has say in the first post. actually cousins that do have children will suffer from birth defects most of the time. there is a reason why you don't get married inside the family anymore and why it not recommended at all.
a lot of people just don't know much about the subject to really tell, go read studies about defects and family that marry inside the family blood line.

Having a relationship with a COUSIN (1st-3rd is literally scientifically proven to have increase risk of a birth defect) that is directly related to you through blood by either parent (maternal OR paternal) is INCEST. Omfg you can ship them all you want and ill accept that but DONT YOU DARE tell ppl its not incest bc it very much is.
