Nope, he set brother up and abandoned him.
Spoiler: he did as you said, but then also was full of so much guilt he tricks himself into thinking he was the one that was kidnapped/captured, even though the Vice President was the one
The older brother guy was disillusioned and felt guilty because he was the one who escaped. So he keeps thinking he was the one captured not his younger brother who he abandoned.
