People like you who think victims should stand up for themselves is exactly the kind of character that the MC originally was. Now that the MC realizes that it's not so easy to stand up for yourself as he thought it was he immediately thinks that not doing anything will make things calm down more quickly.
Why do you THINK people like that come to that conclusion more quickly than those who DON'T think like that? Because they bought into the narrative that you're selling. 'The weak must become victims and the strong must become bullies, therefore we must make the consequences for victims greater than the consequences for the bullies, not only by ensuring that there is no way out for the victims but by also blaming the victims for having no way out'.

It might not seem right morally, but realistically if the victim does nothing to change their situation it will remain the same. It's not their fault, but you can't expect the bully to suddenly stop without some outside intervention. I'm not saying you should stand up for yourself because that isn't always realistic, talking to someone about it is good enough, but doing NOTHING will always result in nothing.
