In Japan tattoo studios have to have medical licence to operate and they don't make it easy to get.
Woah. The tattoo parlour I go to just checks your ID and has you sign a waver... (You also have to have a consultation in advance to talk about/plan your tattoo and get a guesstimate on the $)
