There are plenty of people who like him. He's been fleshed out since he was introduced as well, he seems like a good guy from his interactions with Seunghee.
To me he just seems like a guy who wants to fuck a minor. The gifts aren't gestures showing he's kindhearted, they're the same thing as giving candy to children etc. He's trying to look trustworthy to get to his goal using gifts.
That's the point, to make him look shady. The story is discussing right now how he actually feels about Seunghee while ss the president has been pushing home that he's just a predator.
The blonde is even made out to be a flat and uninteresting character, the only thing he has is he's kinda disgusting why would you root for a character that is obviously made to be disposable? He has no personality and he's a "legal pedo". Come on have some standards
