Actually, in most of the countries is illegal (the age limit can be minimum of 14 until 16, depending on the country) and the crime could be profiled as abuse of underage or even rape (even with consent).

It's illegal, but only punishable if the minor claims rape and the accused can't provide proof it was consensual.
I need to say this: It is legal to have sex with someone who’s 13 if it’s consensual BUT however, no one shall commit any of the following acts: having a child engage in lewd acts or arranging such acts, or committing sexual harassment or sexual abuse against a child that may make him/her feel sexually ashamed according to some article in Child Welfare Act. The term "child" means a person who is under 18 years of age.
So it’s okay but at the same time it isn’t.
In Sweden consensual age is 15 fyi, 13 is too young in my opinion but okay sure if you really really want to have sex and are 13 it would be okey to some extent - not with a 30-something though that would be like having sex with your parent
