He's planning to make the exam difficult so that Elise fails since he thinks she hasn't been studying that long so he believes it wont't make a difference whether he announces the engagement or not.
Elise has been doing well, beyond his expectations, but he also plans to use that against her at the party. Think about it; even the poor are invited and everyone hopes the person the Prince is marrying will be a good person; so when they see that the Prince's fiancee is the kind young woman who treated them so well at the hospital, will the really be willing to allow her to step down from the position? Me thinks not.
