If it's art quality you're talking about if could be something simple like the mangaka's liner's(assistant artists) changed or perhaps that this is an older manga that got translated later then their more recent ones. Or their purposely just making it look sketchier, or trying to give it a different style (via experimenting or to match the story). So many possibilities really. But this is just how I see things it could simply be the editor/publishing company is rushing them/ making them put out quantity over quality.
