it's exactly as you say but if the sempai liked back the uke (or at last not for now), but the sempai after being confessed to said to the uke "you're disgusting", and rejected the uke every day, because he isn't interested in the same sex relationship, than me too would keep rejecting and pushing away the sempai because i would be very scared and insecure, to love someone without being reciprocated does not mean that you have to have sex with him and be happy knowing that you have nothing in return, i think is very sad and the uke probably knows it, this surely is the reason why he refuses the sempai
