I think the younger brother when he means "I still love you" is in a brotherly way. Since it was really weird back then- he prob distanced himself from Byul (or whatever his name is) and thought that Byul was hurt and thought he didn't like him anymore. So after a while I guess Byul must of left and his younger brother felt really bad and thought it was his fault but like he didn't go to find him (or he was searching don't remember)
